Fostering Hearts FL was created in 2022 to provide general support to foster children but distilled their mission over time to focus on the unique educational challenges these young people face. Foster children are often removed suddenly from their homes/foster homes and find themselves drastically behind their same-age peers and therefore in danger of failing or dropping out of school. While foster children are guaranteed to receive free college tuition from the state (if accepted!), few receive sufficient support in their teens to finish high school, much less attend college.  


Fostering Hearts FL plans to use Florida Virtual School (FLVS) as a framework to provide foster children with consistent, free, accredited education, and supplement that content with experienced paid educators throughout the children’s educational journey. When provided with the proper technological resources and in-person support, foster children can access FLVS regardless of where their individual journeys may take them, while staying involved in sports, band, and other enriching activities. They’ll also receive supplemental education in such areas as life skills, emotional intelligence, and other practical lessons that they may miss.


We collaborate with other non-profits working with foster children to bring programs that assist these kids to thrive and not just survive.


Katy Rey Foundation dba Fostering Hearts FL was established in 2022. We are a 501c3 organization and serve Pinellas County, Hillsborough County and Pasco County, Florida.
